Monaco, Monte-Carlo rules Baily knows

Local regulation, already in the scope.

DPU is Monaco's single permit authority (not municipal) under Ordonnance Souveraine n° 3.647 du 9 septembre 1966 — every interior renovation that touches load-bearing walls, plumbing risers, façade openings, or main electrical panels requires a demande d'autorisation de travaux filed with DPU. Interior permit 8-16 weeks; façade/volume 24-48 weeks.

Monaco adopts French DTU (Documents Techniques Unifiés) and NF (Normes Françaises) by direct regulatory reference — DTU 25.41 (plasterboard), DTU 43.1 (waterproofing), NF C 15-100 (electrical) are mandatory. This is why French Riviera contractors slot into Monaco work seamlessly: the technical stack is identical; only the DPU permit front door differs.

Assurance décennale (French 10-year structural warranty under Code Civil Art. 1792) applies in Monaco via bilateral alignment. Premiums run 20-40% higher than mainland France because claim values track €100K+/m² prices. Every contractor must provide an attestation dated within the works period and naming the specific Monaco address — Baily verifies this before match confirmation.

The Carré d'Or (Golden Square) and Belle Époque façades across Monte-Carlo, La Condamine, and Fontvieille are subject to façade-preservation under the DPU's zoning map. Exterior window replacements must match original profile, material, and color. Visible AC condensers, satellite dishes, and exterior shading that alters the façade are categorically refused. 90%+ of Carré d'Or permit activity is interior-only reconfiguration.

SMEG (Société Monégasque de l'Électricité et du Gaz) holds the monopoly on electricity, gas, and water. Any meter upgrade (triphasé conversion, power uplift above 12 kVA, gas line modification) requires a SMEG dossier filed in parallel with the DPU permit. SMEG lead times 6-10 weeks for simple power uplift, 12-20 weeks when a bâtiment riser needs replacement.

Monaco copropriété law under Loi n° 1.329 du 8 janvier 2007 mirrors French 1965 law. Works affecting parties communes require AG vote: simple majority for minor modifications, 2/3 tantièmes for major structural, unanimité for façade alterations visible from exterior. Skipping the AG calendar loses 4-6 months on a typical gut-reno.

French GCs working in Monaco must file déclaration de détachement with Monaco's Direction du Travail. Monaco applies 20% TVA via customs union with France; invoicing flows through French SIRET if no Monégasque establishment. Works >€100K typically require opening a succursale or partnering with a Monaco-registered entreprise to avoid TVA + social-charge friction — a badly structured invoice can strand €200K TVA on a €1M renovation.

UHNW ownership structures (SCI, Luxembourg SOPARFI, trust-held) interact with the DPU applicant field. The applicant must be the legal owner or a mandated representative — a poorly structured applicant line delays permits 6-12 weeks. Baily recommends looping in the Monaco or Nice-based notaire before the architect files.

Origin

Who is Baily?

Baily is named after Francis Baily — an English stockbroker who retired at 51, became an astronomer, and in 1836 described something on the edge of a solar eclipse that nobody had properly articulated before: a string of bright beads of sunlight breaking through the valleys along the moon’s rim.

He wasn’t the first to see them. Edmond Halley saw them in 1715 and barely noticed. Baily’s contribution was clarity — describing exactly what was happening, in plain language, so vividly that the whole field of astronomy paid attention. The phenomenon is still called Baily’s beads.

That’s what we wanted our AI to do. Every inbound call and text has signal in it — a homeowner’s real question, a timeline, a budget, a hesitation that means “yes but.” Baily listens to every one, 24/7, and finds the beads of light.

Baily was a businessman before he was a scientist. That’s our vibe too.
